You found this web page probably because you received a fax about China stocks and decided to find Del Mar Ventures - the name indicated on these faxes.

Del Mar Ventures located at this address has nothing to do with those faxes. We are in the scientific, hi-tech (laser and photonics) business and do not advertise or sell any Chinese stocks.

We made all efforts to stop these faxes by reporting to Federal Communication Commission and we have written confirmation from these agencies that our complaint was received. However, since we are not getting these faxes ourselves, we have limited capabilities to identify the original source where all these faxes are coming from.

We know you are angry, so PLEASE DO NOT STOP! Make the following steps right away, or you will be getting junk faxes again and again.

1. Call your phone company and try to find out who sent the fax to you. In most cases they will not be able to provide this information to you so go to the step 2.

2. Go to Federal Communication Commission website and file online complaint. Fill free to add a link to this page in your report so they will be able to add separate incidents together.
(refer to case number CIMS00000953026)

3. Taking into account that these faxes are related to stock advertising they might be in direct violation of securities laws. Report a potential violation of the securities laws directly to Securities and Exchange Commission online or by e-mailing to enforcement@sec.gov

If you like to join forces with other people who received the same fax and would like to share information about yourself with this group of people please e-mail us your contact information. If you are a lawyer or law enforcement officer and want to find and prosecute people responsible for these faxes please e-mail us and we'll send you few names of other people who was getting these faxes and can be a witness in your case.

You will find below several examples of junk faxes, as well as a copy of our complaint to FCC and FBI, and few e-mail complaint that we received (contact details were withheld)

Our complaint filed with FCC and FBI

Dear FBI and FCC officers,

We received many complaints about massive fax campaign that is sent using Del Mar Ventures name. Obviously it’s a fraudulent “Chinese stock report”. Del Mar Ventures located at the address shown below has nothing to do with those faxes. We are in the scientific, hi-tech (laser and photonics) business and do not advertise or sell any Chinese stocks. Even more, we do not use faxes as an advertising tool at all!

We do not have any technical capabilities to identify the original source for these faxes and ask FBI and FCC to help to prevent it. I have added below e-mails from the people who received this fraudulent message.

As additional steps, we called to San Diego FBI office and left a message on a special agent phone number. Later on FBI responded and confirmed that our letter was “forwarded to the appropriate squad”.

We recommend to all recipients of that fax file a formal complaint with FCC online:
https://esupport.fcc.gov/sform2000/new_complaints.action?request_locale=en

Please let us know if you receive a formal reply from corresponding agencies.

Best regards
Del Mar Ventures

DEL MAR VENTURES/
Strategic Capital

I continuously receive faxes from your company re: CHINA STOCK REPORTS.

1. I do not buy stocks-ever;
2. This is received on our fax machine in the middle of the night waking up the household;
3. The number you have printed on the bottom of the "REPORT" to have your number removed does not work as we have called it countless times. 1800-305-0319 and entered our fax number. Obviously, no one checks this number as it NEVER STOPS!!!!!!

4. IF OUR FAX MACHINE NUMBER OF WITHHELD is not removed from your lists immediately, we will move forward to fix this problem following other avenues.

TAKE US OFF YOUR LISTS PERMANENTLY.

The above investor marketing company constantly sends illegal junk faxes to my telephone number registered with National Do Not Call. They do this under contract with your firm. They have not responded to my requests to remove my number from their list, so additional steps will be taken to bring this harassment to an end.

Hell-o Del Mar Ventures,
Hopefully I have reached the right company.
If you are the third-party consultant who hired Strategic Capital to send out unsolicited faxes to business, Please Stop now. If you are not the same company, you probably should do what another Strategic Capital with the same name did and that is put a disclaimer on their website. Their disclaimer reads as follows:
“Notice Pertaining to China Stock Junk Faxes
It has come to our attention that a company operating under a similar name as ours is sending junk faxes promoting Chinese stocks. This company sending the faxes is not us, and we have no affiliation whatsoever with them.
Please contact the FCC at 1-888-225-5322 with your complaints”

Please accept my apologies if you are not the Del Mar Ventures mentioned in the fax. This is just so annoying, they use our telephone line, our paper, our ink. Since the fax did not give an opt-out phone number or a contact phone number, I went to the internet and did a search which is how I got your company info. Since there was no oup-out number, I did report this to FCC.

Thanks for your help.

Are you aware that you have been sending faxes to me in violation of FCC regulations. In one day last week, I received 8 'prospectus' from your company. The opt out number required by the FCC on the document is fake. Do you have any idea how annoying you are when you do that? You use my ink and my paper to promote your crap. I don't have the money to pay for your advertisements. That is so obnoxious. REMOVE THIS NUMBER AT ONCE FROM YOUR DATABASE Withheld

I have also filed a complaint with the fcc.

Reading the fine print the name Del Mar Ventures is shown as the purchaser of Strategic Capital's services. By copy of this e-mail I am advising Del Mar Ventures that the referenced FAX number should be placed on their DO NOT CALL list. Checking Del Mar Venture's web site shows an association with other companies that I have received unsolicited FAXes for and have responded to the "Please Remove" telephone number.

I receive unwanted FAXes from a company calling itself Strategic
Capital. I respond to their telephone number for removing my number
from their list and it just shows up with another FAX with a telephone
number one digit different and now they know that it is a valid FAX
number. Short of turning the machine off, I would like to stop this
unsolicited advertisement and have my number put on a DO NOT CALL list.

Can my FAX telephone number, withheld, be placed on a DO NOT CALL list?

If additional regulations are being considered by FCC, it should be
required that a valid telephone number be included on all FAX
transmissions. These unwanted FAXes have a blocked number.

Thank you.

It might be different Del Mar Ventures (for example I remember seeing Del Mar Ventures, LLC before), or just fraudulent use of Del Mar Ventures name.
I will contact FBI fraud department and will also report to San Diego police office. If you have any additional information such as phone number that these faxes are coming from please let me know. I hope you will agree that I add your message to my letter to FBI.

You can find a number of reports on Internet related to faked Chinese stock reports, see for example here:
http://www.virtu-software.com/anti-spam/scam_stock_reports.asp

I recommend that you contact your phone company and check with them where exactly these faxes are coming from - that can help to identify the source.

If you have any questions or would like to discuss any mutual actions please call me at the phone number below.
